Summary of the On Aired Program Client: Male from the Philippines, staying in Japan with his wife Case: Currently he is staying under the Missionary status, but would like to change to a working visa. He has a college degree in engineering.He would like to know if he is eligible.. Basically, any foreign national who has the status of residence is eligible to apply for a change of status as long as he is qualified for the requested status. Since our listener is a graduate of Bachelor of Science in Engineering, he is qualified to apply for a working visa under the category of “Engineers” if he can find an appropriate employer. In general, to obtain the residence status of Engineers, the applicant must be a graduate in the field of technology or natural sciences, such as biological science, mechanical engineering, electrical engineering, applied chemistry, nuclear engineering, biotechnology, pathology or pharmacology. The applicants can be someone who has an equivalent education to the above mentioned or has 10 years experience in the related field. And also, the applicant should receive an equal or more salary than his Japanese colleagues-to-be of the same position in the company. To apply, one will need the following documents: 1. Documents of the company who intends to hire you, such as the company’s business license, most recent balance sheet, and brochures or pamphlets of the company. These materials can be omitted if the company has already some existing foreign national staff that had previously submitted to the immigration bureau the same information about the company.2. University Diploma of the applicant where the field of major is reflected. If the applicant is not a university graduate, he/she can enclose a certificate of employment record to prove his/her years of experience in work. 3. Curriculum vitae. 4. A copy of employment contract issued by the company where you will be employed. The contract should contain the job description, duration, position, and remuneration. Be aware that the application for a change of status should be done before the expiration of your current visa. Once the application is submitted to the immigration bureau, the applicant has the right to stay in Japan while waiting for the results of the application even if the current visa expires. Now, before a foreign national can apply for the working visa, what you need is to find an appropriate employer. However, foreign nationals usually face several difficulties when it comes to job placement. Many were able to find jobs through the classified ads in special magazines issued for job availability, while others get the job through referrals from acquaintances. As you might already know, another way to find a job is to ask assistance from the Public Employment Security Office commonly called as “Hello Work”. “Hello work” is an affiliate of the Ministry of Labor. Recently, an Employment Service Center for Foreigners is made available in Osaka. There are 21 branches of “Hello Work” in Osaka prefecture. Visit any of the branches to have a look at the files of information about the companies hiring non-Japanese nationals. You can also get information on the company’s profile, the remuneration and working conditions from the files available at ‘Hello work’. Some of the hello work offices provide a service counter for foreigners, called “Gaikokujin Koyou Service Corner” where interpreters in English, Portuguese and Spanish languages are available. Be aware only that one must arrange for an appointment to make avail of the service of an interpreter. Hello Work offices providing such services are located at Sakai City, Kadoma city, and Yodogawa ward of Osaka city. Or you can contact the “Osaka Employment Service Center for Foreigners”. They offer assistance and consultation service to foreign students and other foreign nationals who seek for placement in professional fields and technical skilled jobs. So companies wishing to hire Brazilian of Japanese descents living in Brazil can consult the“Hello Work”nearest them.
